Upzoned is a real-time strategy game that lets you simulate New York City's real life processes for building new housing.

Say you want to build housing in New York.

Between you and a shovel stand a community board, a borough president, the City Planning Commission, fifty-one council members, and everyone with a concentrated stake and a free Tuesday evening.

Upzoned simulates that gauntlet with the real machinery — built on NYC open data, down to the tax lot — because housing politics is a system, and a system can be learned, played, and occasionally beaten.

THE CITY IS THE RULEBOOK

Most city games hand you a paintbrush. This one hands you the City Charter. ULURP — the Uniform Land Use Review Procedure, the months-long gauntlet every rezoning in New York must survive — runs here in real time, alongside the budget calendar and a fifty-one-member Council with opinions. The machinery, you will learn, fights back.

EVERY TAX LOT

All five boroughs, every lot, drawn from real PLUTO data — the City's own ledger of who built what, where, and how much. Zoom in, click, assemble a site. The building classes are real; so are the lot areas; so, regrettably, are the built floor area ratios (FARs).

Every building carries a pro forma. Pre-war systems eat cash — the deferred maintenance backlog is the real landlord.

OLSON'S LAW, PLAYABLE

Mancur Olson observed that small groups with concentrated stakes organize, while diffuse beneficiaries stay home. Here that observation is a game mechanic: coalitions form around what they stand to lose — homeowners, preservationists — each with a demand, and a price.

Each coalition's case is computed from the surrounding lots — BldgClass, YearBuilt, ZoneDist. Even the pro-development ones extract rents.

GOVERN THE MONEY

A tax-and-spend platform built on real FY2027 numbers. Anger a fiscal bloc and it funds your enemies; run structural deficits and you will meet the Financial Control Board, which does not lose.

Pick a faction. It shapes how council members receive your projects, your fundraising, your perks — and elections arrive every two years, whether your rezoning is ready or not.

CLIMB THE ZONING LADDER

Floor area ratio — the multiple of its own lot a building is allowed to contain — is destiny in New York. A bigger jump means more homes and, in strict proportion, more enemies. Past R10 lies special-district country, unlocked late through the LAWS tree: Midtown East grand bargains, Hudson Yards supertalls. Neither was built by the shy.

WAYS YOUR PROJECT DIES

The game doesn't have a fail screen. It has New York.

DEATH BY LEDGER

Every coalition will stand down for a price, paid in project value — permanently. Budgeting is a zero-sum endeavor: buy off too many and the pro forma reaches zero, at which point the project dies quietly.

DEATH BY CALENDAR

Carrying costs tick every day of every Charter clock. Time, in this game as in real estate, is not on your side; it is on the mortgage's.

DEATH BY POLITICS

Member deference means a single council member can sink you alone. You did check the district's coalitions before filing... didn't you?

DEATH BY BUDGET

Structural deficits summon the Financial Control Board. Note the distinction: the other deaths end a project. This one ends a career — yours.
